Highly efficient cooling towers allow for greater cycles of concentration. Unfortunately many systems run at lower cycles; in fact the average cycle of concentration in greater downtown Los Angeles runs at 1.34 cycles before blowdown! Many factors help determine cycles of concentration but essentially, the "cleaner" the water, the higher cycle of concentration. Also, the harsh chemicals used to treat the system need to be flushed out as well before they cause damage to the cooling tower.
